El Dr. José Carpio es Ingeniero Industrial (1985) y Dr. Ingeniero Industrial (1988) por la Universidad Politécnica de Madrid (UPM). Su carrera docente en distintas universidades españolas como profesor de Ingeniería Eléctrica se inició en 1988 como Profesor titular interino en el Departamento de Ingeniería Eléctrica de la E.T.S. de Ingenieros Industriales de la UPM. En 1989 llegó al Departamento de Ingeniería Eléctrica, Electrónica y de Control (DIEEC) de la Universidad Nacional de Educación a Distancia (UNED) como Profesor titular. En 1999 fue al Departamento de Ingeniería Eléctrica de la Universidad de Cádiz como Catedrático y Director de Departamento, donde estuvo durante el curso 1999/2000. En 2000 regresó al DIEEC de la UNED, donde se encuentra actualmente como Catedrático y responsable del área de Ingeniería Eléctrica. Su labor docente e investigadora se ha desarrollado principalmente dentro de este área de conocimiento en los campos de los circuitos eléctricos y de los sistemas eléctricos de potencia. Entre 1985 y 1988 trabajó como ingeniero en el Laboratorio Oficial de Electrotecnia (LCOE), realizando estudios para el sector eléctrico y de certificación y ensayos de seguridad eléctrica para productos industriales y domésticos. En esta última labor en 1988 fue nombrado Experto español en la Comunidad Europea, DG IX, participando en distintas reuniones técnicas europeas de normalización. En 1992 consiguió una ayuda del Programa de movilidad del personal investigador, del Ministerio de Educación y Ciencia, para una estancia en el Departamento de Investigación Operativa de la Universidad de Stanford, CA, EE.UU. Durante quince meses estuvo como Investigador visitante en el System Optimization Laboratory (SOL) de esa universidad trabajando con los profesores W. Murray y M. Saunders en teoría de optimización de sistemas no lineales de gran dimensión aplicada a los sistemas eléctricos. En 1994 fue nombrado Director del Centro de Servicios Telemáticos de la UNED. Durante dos años fue el responsable de la creación y de la puesta en marcha de la Red de Videoconferencia de la UNED. Esta red fue una de las primeras aplicaciones en España de la RDSI, tras su implantación comercial un año antes, y llegó a ser la mayor red de videoconferencia europea aplicada a la educación. Desde 1997 ha ocupado distintos cargos de gestión universitaria como Subdirector de la E.T.S. de Ingenieros Industriales de la UNED (1997-1999), Director del Departamento de Ingeniería Eléctrica de la Universidad de Cádiz (1999-2000) y Director del Departamento de Ingeniería Eléctrica, Electrónica y de Control de la UNED (2001-2005). Sus principales líneas de investigación son el funcionamiento óptimo de los sistemas eléctricos, las energías renovables (principalmente la solar fotovoltaica), la compatibilidad electromagnética (EMC) y la aplicación a la educación de las nuevas tecnologías de la información y la comunicación. Durante estos veinte años siempre ha mantenido una relación de colaboración y trabajo con el mundo industrial. Así, ha dirigido y participado en más de diez proyectos de I+D+I financiados tanto por empresas privadas como por organismos públicos. Es coautor de dos libros de tecnología eléctrica y de sistemas fotovoltaicos y, como resultado de sus trabajos de investigación, ha publicado más de treinta artículos en revistas y presentado numerosas ponencias en congresos internacionales, la mayoría del IEEE. Es miembro de distintas organizaciones y asociaciones profesionales como IEEE (Institute of Electrical and Electronic Engineers, Senior Member), CIGRE (International Council on Large Electrical Systems, Member), IEF (International Energy Foundation, Fellow), European EMTP-ATP Users Group (Member) y de la Asociación de Ingenieros Industriales de Madrid (Miembro fundador).

Dr. José Carpio received his Ingeniero Industrial degree (Spanish equivalent to the M.Sc.) in Electrical Engineering from the Universidad Politécnica de Madrid (UPM), in 1985. He received his Ph.D. in Electrical Engineering from the UPM in 1988. His academic career as teacher of electrical engineering in different Spanish universities began in 1988, as Assistant Professor in the Department of Electrical Engineering at the Universidad Politécnica de Madrid. In 1989 he joined the Universidad Nacional de Educación a Distancia (UNED) as Associated Professor in the Department of Electrical and Computer Engineering (DIEEC). In 1999 he joined the Universidad de Cádiz in the Department of Electrical Engineering as Full Professor and Head of Department. In 2000 he returned to UNED’s DIEEC, where he obtained a full professorship and has been responsible for the area of knowledge of Electrical Engineering (the other two areas of knowledge at DIEEC are Electronic Engineering and Automatic and Control Engineering). Throughout this seventeen-year period he has always developed graduate and postgraduate courses related to the field of Electrical Engineering, mainly in circuit theory and power systems. From 1985 to 1988, before joining academia, he was employed by the Laboratorio Central Oficial de Electrotecnia (LCOE), one of the most prestigious test facilities in Spain. He served as a staff electrical engineer involved in power system studies and tests for certifying the security of industrial and domestic electrical devices. In relation to this enterprise, in 1988 he was designated Spanish Expert of the European Community, DG IX, and participated in a number of technical meetings held in Brussels pursuing the standardization of appliances in the EEC. In 1992, Dr. Carpio became the recipient of a scholarship from the Spanish Office of Science and Education, and joined the Department of Operations Research at Stanford University, CA, as visiting researcher. For fifteen months he worked in the Systems Optimization Laboratory (SOL) with Professors W. Murray and M. Saunders in optimization of non-linear large dimension problems theory applied to the optimal operation of power systems. In 1994 he was appointed Director of the Telematic Services Center at the UNED. For two yeas he supervised the foundation of UNED’s Videoconferencing Network, which was one of the first ISDN applications after the commercial introduction of ISDN in Spain in 1993. It has become the largest European videoconferencing network for educational purposes, presently running over sixty videoconferencing rooms spread out throughout Spain and some videoconferencing bridges, working on either ISDN or Internet. Since 1997 he has held other institutional positions, such as Vice Dean of the Industrial Engineering School in UNED (1997-1999), Head of the Department of Electrical Engineering at the Universidad de Cádiz (1999-2000) and Head of the Department of Electrical and Computer Engineering at UNED (2001-2005). His research interests lie in optimal operation of power systems, use and integration of renewable energy (mainly photovoltaic), electromagnetic compatibility and new information and communication technologies for education. During his twenty-year career he has maintained a close relationship with the industrial world. Such co-operation has been furthered by more than ten research projects, promoted and funded by a range of companies and public institutions within the Spanish and European R&D programs. He is also co-author of two books on electrical installations and photovoltaic systems, and results of his work have been published in over thirty papers in IEEE and other journals and presented in a variety of international conferences. As co-author his multimedia course “Physical Fundamentals for Computer Engineering” was recognized with UNED’s Social Council Award for Best Didactic Material in Experimental Sciences in 1997. He holds a membership in the following associations and professional organizations: IEEE (Institute of Electrical and Electronic Engineers, Senior Member), CIGRE (International Council on Large Electrical Systems, Member), IEF (International Energy Foundation, Fellow), European EMTP-ATP Users Group (Member) and Founding Member of the Asociación de Ingenieros Industriales de Madrid (Association of Industrial Engineers of Madrid, Spain).
