Doctor Ingeniero Industrial por la Escuela Técnica Superior de Ingenieros Industriales de la Universidad Politécnica de Madrid (UPM) e Ingeniero Industrial, especialidad Eléctrica por la Universidad de Zaragoza. Ha obtenido el Premio Extraordinario en Centro Politécnico Superior en 1990 por la Universidad de Zaragoza. Entre 1990 y 1995 director técnico, de industrialización y director de Centro, en la empresa CABIMETAL MERLIN GERIN, S.A. de la multinacional MERLIN GERIN, grupo SCHNEIDER, dentro del campo de la fabricación de cabinas de media tensión y prefabricados de hormigón para la distribución de energía eléctrica. Desde 1995 es director del departamento VI - METROLOGÍA Y CALIBRACIÓN ELÉCTRICAS, en las áreas de Electricidad corriente continua y baja frecuencia, medida de potencia y energía y tiempo y frecuencia. Auditor técnico de ENAC, Entidad Nacional de Acreditación, para el área de calibración eléctrica, realizando auditorias iniciales y de seguimiento a numerosos laboratorios. Desde 1998 auditor jefe de ENAC. Ha participado como ponente en el grupo de trabajo de redacción del vigente Reglamento electrotécnico para Baja Tensión, RD 842 /2002. Investigador principal del proyecto subvencionado por el Ministerio de Educación y Ciencia- Iniciativa Profit 2004, sobre una nueva metodología de ensayo con impulsos tipo rayo, e investigador en numerosos proyectos dentro del área de las medidas eléctricas.

Electrical and Computer Engineering educator in the Spanish University for Distance Education (UNED), has an industrial engineering degree from the ETSIIZ (Industrial Engineering School) of the Zaragoza University and a doctoral engineering degree from the Polytechnic University of Madrid (UPM). Has received the Extraordinary Award in the Zaragoza Polytechnic Centre in 1990. Since 1990 and during five years he worked as technical and industrialization director in the factory of CABIMETAL MERLIN GERIN, S.A. of the multinational MERLIN GERIN of the SCHENEIDER industrial group, in the field of manufacturing medium voltage cubicles and compact concrete substations for electrical energy distribution. Since 1995 is the director of the department of ELECTRICAL METROLOGY AND CALIBRATION in the field of direct current and low frequency quantities, electrical power and energy and time and frequency quantities. He is technical auditor of ENAC (Spanish accreditation body) in the electrical field, and performs regularly audits to different laboratories. Since 1998 he is also chief auditor of ENAC. He has worked as reviser of the Spanish Low Voltage Regulation for electrical installations, RD 842/2002. He his the main researcher in the project about a new testing method for lightning impulse testing, subsidized by the Ministry of Science and Education according to the Profit program. He is researcher in many projects in the field of the electrical measurements.
