Trayectoria
es Doctor Ingeniero Industrial por la UNED e Ingeniero Industrial por la Escuela Técnica Superior de Ingenieros Industriales de la Universidad Politécnica de Madrid. Obtuvo el Premio Extraordinario de Doctorado de la UNED por su Tesis Doctoral sobre Compatibilidad Electromagnética. En la actualidad es Profesor Titular del área de Ingeniería Eléctrica en el Departamento de Ingeniería Eléctrica, Electrónica y de Control de la ETSII de la UNED. Después de tres años de actividad en la empresa privada, en 1987 entró a formar parte del Laboratorio Central Oficial de Electrotecnia. En dicho laboratorio, dedicado a ensayos eléctricos para certificación de productos, se hizo cargo del Laboratorio de Aparatos Domésticos como Jefe de Sección, así como de la creación del nuevo Laboratorio de Compatibilidad Electromagnética, del que es responsable en su área de Emisión, compartiendo actualmente esta actividad con la docente. Además participa en trabajos de normalización en el ámbito internacional, siendo el Jefe de la Representación Española en IEC y CENELEC para la elaboración de las normas CEI y EN de seguridad en aparatos domésticos y análogos (TC 61), y en el ámbito nacional es vocal del GT CISPR y del Comité de Normalización CTN 213 de AENOR y Presidente de varios grupos de trabajo de dicho comité. En la actualidad es además presidente del Comité de Laboratorios Europeos, del acuerdo CENELEC de reconocimiento mutuo en el área de aparatos electrodomésticos (CCA Agreement) y es miembro del Comité de Laboratorios de Ensayo (CTL) de IEC. En el área de la EMC ha participado como experto en el grupo “SLIM” creado por la Comisión Europea para la modificación de la Directiva de EMC, que ya ha sido publicada. También participa como asesor del Ministerio de Industria, Turismo y Comercio en las reuniones de coordinación de administraciones para la aplicación y control de mercado en la Directiva de EMC y en la elaboración de reglamentos y documentos técnicos. En esta última actividad cabe destacar su participación en la redacción final del Reglamento Electrotécnico para Baja Tensión y en las Guías de aplicación del RBT que publica el citado ministerio.

Rafael Guirado Torres, has an industrial engineering degree from the ETSII (Industrial Engineering School) of the Madrid Polytechnic University (UPM) and a doctoral engineering degree from the National Distance University of Spain (UNED). He obtained the Extraordinary Doctoral Award in the UNED to the Doctoral Thesis about EMC. He is now with the UNED (Spanish University for Distance Education) as Associated Professor in the Electrical Engineering area inside the Electrical and Computer Engineering Department. He is actually also responsible of the Safety and EMC Household Appliances Laboratory in the LCOE, an electrical testing laboratory for product certification. He is now the Chief of the Spanish Delegation in the TC 61 Standardisation Committee of IEC and CENELEC and is the Chairman of the Operational Staff Meeting Committee in Household Appliances of the CENELEC CCA Agreement and a member of the Committee of Testing Laboratories of IEC. He also participates in national EMC standardisation committees of CISPR. In Electromagnetic Compatibility, the European Commission nominated him as an expert for the SLIM Group of the new EMC Directive, now published. He also participate as assessor of the Spanish Ministry of Industry for the technical groups of the Administrative Co-operation in the EMC Directive and is a member of the Advisory Group for the final redaction of the Spanish Wiring Regulations and its Technical Guides published by this Ministry.
